پاکستان پیپلز پارٹی آزاد کشمیر 27 ممبرانِ اسمبلی کے ساتھ اپنا سیاسی دائرہ مضبوط کر چکی ہے جسے ایک کوالیٹیٹو پاور کنسولیڈیشن" کہا جا سکتا ہے

آزاد کشمیر کی موجودہ سیاسی فضا میں تحریکِ عدم اعتماد رکی نہیں بلکہ ایک سوچ سمجھ کر اختیار کیے گئے Marination مرحلے سے گزر رہی ہے۔ یہاں Marination سے مراد سیاسی تیاری، مشاورت، ہوم ورک اور اتفاقِ رائے کی وہ کیفیت ہے جو کسی عمل کو بروقت کرنے کے بجائے درست وقت اور بہتر نتائج کے لیے پختہ کرتی ہے۔ جیسے کسی موقف، بیانیے یا حکمتِ عملی کو جلد بازی میں پیش کرنے کے بجائے اسے تیار کیا جائے تو اس کی قبولیت تاثیر اور اثر انگیزی کئی گنا بڑھ جاتی ہے.اسی طرح یہ تحریک بھی مناسب وقت پر زیادہ مضبوط منظم اور فائدہ مند ثابت ہونے کی پوزیشن میں ہے۔

یہ "میرنییشن " کا مرحلہ مستقبل میں تحریکِ عدم اعتماد کی سیاسی تاثیر، سودمندی اور مذاکراتی طاقت میں اضافہ کرے گا. جتنا مفاہمتی پہلو مضبوط ہوگا اتنی ہی اس اقدام سے حاصل ہونے والی سیاسی قدر بھی بڑھ جائے گی۔ یوں یہ تحریک سامنے آتے ہی صرف ایک ووٹنگ کا عمل نہیں رہے گی بلکہ ایک پختہ سیاسی حکمتِ عملی کے طور پر نتائج دے گی.

گیسٹ پوسٹنگ اور گیسٹ ووٹنگ کیا ہیں؟ 

گیسٹ پوسٹنگ میں لکھاری اپنا مضمون کسی اور کی ویب سائٹ پر شائع کرتا ہے۔ اسے نئی آڈینس پہچان اور آن لائن آمدن ملتی ہے مگر وہ ویب سائٹ اس کی نہیں ہوتی۔ اسی مماثلت پر مبنی سیاسی عمل کو یہاں "گیسٹ ووٹنگ" کہا جا رہا ہے. جہاں کوئی جماعت اقتدار میں شریک ہوئے بغیر ووٹ اور سپورٹ فراہم کر کے سیاسی فائدہ حاصل کرتی ہے۔

دنیا میں "گیسٹ ووٹنگ" کی مثال پارلیمانی سیاست میں ایسا ماڈل ھے جو کہ متعدد ممالک میں رائج ہے۔ مثال کے طور پر یورپ کی کئی پارلیمانوں میں چھوٹی جماعتیں حکومت کا حصہ بنے بغیر اعتماد کے ووٹ یا قانون سازی میں تعاون کرتی ہیں مگر حکومتی بینچوں میں نہیں بیٹھتیں۔ اسے "کانفیڈینس اینڈ سیپلاںی" کہا جاتا ہے یعنی حکومت کو چلانے کے لیے ووٹ دینا مگر اقتدار میں باضابطہ شریک نہ ہونا۔ یہی تصور یہاں “گیسٹ ووٹنگ” کی شکل میں سامنے آ رہا ہے۔

ڈیجیٹل دنیا میں گیسٹ پوسٹنگ تیزی سے فروغ پا رہی ہے۔ بلاگز نیوز سائٹس اور برانڈز نئے لکھاریوں کو جگہ دے کر اپنی رسائی بڑھاتے ہیں جبکہ لکھاری بغیر اپنا سیٹ اپ بنائے کمائی شناخت اور نئی آڈینس حاصل کرتا ہے۔ کم محنت کم سرمایہ اور زیادہ فائدہ ۔۔۔۔! 

یہی وجہ ہے کہ آج اسے "اسمارٹ ڈیجیٹل گریویٹی" کہا جاتا ہے اور اسے عالمی سطح پر ایک کامیاب ترقیاتی حکمتِ عملی سمجھا جاتا ہے۔

اسی اصول پر مسلم لیگ ن تحریکِ عدم اعتماد میں ووٹ اور تعاون تو دے گی مگر حکومت اس کی نہیں ہوگی۔ جیسے گیسٹ پوسٹنگ میں لکھاری مواد فراہم کر کے بھی مالک نہیں بنتا مگر فائدہ لیتا ہے ویسے ہی مسلم لیگ ن بھی حکومت سے ریموٹ مراعات حاصل کرے گی ۔ اثر و رسوخ برقرار رہے گا مگر باضابطہ طور پر اپوزیشن میں رہنے کی حکمتِ عملی جاری رہے گی۔ یہ سیاسی طور پر اسمارٹ پولیٹیکل لِیوَرِج ہے یعنی کم سیٹیں، کم ذمہ داری مگر مؤثر فائدہ۔

The concept of “Guest Voting” draws inspiration from “Guest Posting” in the digital world — where a writer publishes articles on another website, gaining recognition and influence without ownership. Similarly, in politics, “guest voting” allows a party to support a government or vote of confidence without formally joining the ruling coalition.

This system, often seen in European parliamentary models, is known as “confidence and co-operation” — where smaller parties support governance through confidence votes or legislative backing, maintaining influence without holding cabinet positions.

In Azad Kashmir’s case, the PML-N is expected to vote for and support the no-confidence motion but stay officially in the opposition, mirroring the guest posting analogy — less responsibility, greater influence.

Smart Political Leverage

This arrangement reflects smart political leverage — fewer seats, lower liability, yet significant benefits. PPP’s consolidation of 27 assembly members strengthens its role as the primary political power, while PML-N’s strategic guest support ensures continued political relevance and bargaining power.
